RESOLUTION

Expressing the sense of the Senate that the Russian Federation started
the war against Ukraine by launching an unprovoked full-scale invasion
of Ukraine on February 24, 2022.

Resolved, That it is the sense of the Senate that the Russian
Federation started the war against Ukraine by launching an unprovoked
full-scale invasion of Ukraine on February 24, 2022, following the
Russian Federation's illegal annexation of Crimea in 2014 and illegal
occupation of parts of the Donbas region in 2014.
