<p><strong>Avian</strong> <strong>Flu Vaccination Strategy Act</strong></p><p>This bill directs the Department of Agriculture (USDA) to develop and finalize a poultry vaccination strategy to address highly pathogenic avian influenza (HPAI). Specifically, USDA, in consultation with the Office of the U.S. Trade Representative, must develop an HPAI vaccination strategy that complies with World Trade Organization rules.</p><p>Avian influenza (i.e., bird flu) is a contagious viral disease of domesticated and wild birds. Depending on the viral strain, the disease can cause little to no signs of illness (referred to as<em> low pathogenic avian</em> influenza) or it can cause a range of symptoms from serious illness to death (referred to as <em>highly pathogenic avian influenza</em>, or HPAI). </p>

A BILL
To require the Secretary of Agriculture, in consultation with the
United States Trade Representative, to develop and finalize a
vaccination strategy for poultry.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.
This Act may be cited as the ``Avian Flu Vaccination Strategy
Act''.
SEC. 2.
(a) Determination of Strategy.--Not later than 180 days after the
date of the enactment of this Act, to address highly pathogenic avian
influenza, the Secretary of Agriculture, in consultation with the
United States Trade Representative, shall develop a strategy for the
vaccination of poultry that is in compliance with all applicable rules
of the World Trade Organization.
(b) Finalization of Strategy.--Not later than 1 year after the date
of the enactment of this Act, the Secretary of Agriculture shall
finalize the strategy developed under subsection
(a) .
