Mr. Marshall introduced the following bill; which was read twice and
referred to the Committee on Agriculture, Nutrition, and Forestry

A BILL

To direct the Secretary of Agriculture to promulgate regulations
modifying labeling requirements for beef and beef food products.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.

This Act may be cited as the ``Beef Labeling Clarity Act''.
SEC. 2.

(a) In General.--Not later than 180 days after the date of
enactment of this Act, the Secretary of Agriculture shall promulgate
regulations that, for beef and beef food products subject to the
requirements of the Federal Meat Inspection Act (21 U.S.C. 601 et
seq.)--

(1) eliminate the use of the label ``Product of U.S.A.'';
and

(2) establish, and allow for the voluntary use of, the
labels described in subsection

(b) .

(b) Labels.--The labels referred to in subsection

(a)

(2) are the
following:

(1) Processed in U.S.A.--The label ``Processed in U.S.A.''
means that the beef or beef food product has undergone
substantial transformation in a facility in the United States
subject to inspection under the Federal Meat Inspection Act (21
U.S.C. 601 et seq.).

(2) Raised and processed in U.S.A.--The label ``Raised and
Processed in U.S.A.'' means that the live animal that is the
source of the beef or beef food product is raised in the United
States for not less than 100 days before it is processed at a
facility described in paragraph

(1) .

(3) Born, raised, and processed in U.S.A.--The label
``Born, Raised, and Processed in U.S.A.'' means that the live
animal that is the source of the beef or beef food product is
born and raised in the United States and processed at a
facility described in paragraph

(1) .
