A BILL
To provide appropriations to the Secretary of Agriculture to provide
payments to agricultural producers, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.
This Act may be cited as the ``Support Our Farmers and Ranchers Act
of 2025''.
SEC. 2.
(a)
=== Definitions. ===
-In this section:
(1) Covered commodity.--The term ``covered commodity''
means a covered commodity (as defined in
section 1111 of the
Agricultural Act of 2014 (7 U.
Agricultural Act of 2014 (7 U.S.C. 9011)) produced for harvest,
haying, grazing, silage, or other similar purposes.
(2) Eligible agricultural producer.--The term ``eligible
agricultural producer'' means a person that is a producer of,
and has an invested interest in input expenses for, a covered
commodity, a specialty crop, livestock, or poultry.
(3) Livestock.--The term ``livestock'' means livestock (as
defined in
haying, grazing, silage, or other similar purposes.
(2) Eligible agricultural producer.--The term ``eligible
agricultural producer'' means a person that is a producer of,
and has an invested interest in input expenses for, a covered
commodity, a specialty crop, livestock, or poultry.
(3) Livestock.--The term ``livestock'' means livestock (as
defined in
section 780.
Regulations (as in effect on the date of enactment of this
Act)) produced for meat or milk.
(4) Poultry.--The term ``poultry'' means chickens, turkeys,
ducks, geese, and other domestic fowl--
(A) ordinarily raised or used on a farm; and
(B) produced for meat or eggs.
(5) Qualifying tariff proceeds.--The term ``qualifying
tariff proceeds'' means the revenues received in the general
fund of the Treasury that are attributable to duties, including
any supplemental duties, imposed after January 20, 2025.
(6) Secretary.--The term ``Secretary'' means the Secretary
of Agriculture.
(7) Specialty crop.--The term ``specialty crop'' means a
specialty crop (as defined in
Act)) produced for meat or milk.
(4) Poultry.--The term ``poultry'' means chickens, turkeys,
ducks, geese, and other domestic fowl--
(A) ordinarily raised or used on a farm; and
(B) produced for meat or eggs.
(5) Qualifying tariff proceeds.--The term ``qualifying
tariff proceeds'' means the revenues received in the general
fund of the Treasury that are attributable to duties, including
any supplemental duties, imposed after January 20, 2025.
(6) Secretary.--The term ``Secretary'' means the Secretary
of Agriculture.
(7) Specialty crop.--The term ``specialty crop'' means a
specialty crop (as defined in
section 3 of the Specialty Crops
Competitiveness Act of 2004 (7 U.
Competitiveness Act of 2004 (7 U.S.C. 1621 note; Public Law
108-465)) produced for food or medicinal purposes.
(b) Payments.--Not later than 90 days after the date of enactment
of this Act, the Secretary shall provide 1-time payments to eligible
agricultural producers for necessary expenses related to losses of
revenue and quality or production losses of covered commodities,
specialty crops, livestock, or poultry.
(c) Actively Engaged in Farming.--To be eligible for a payment
under this section, an eligible agricultural producer shall be actively
engaged in farming (within the meaning of
108-465)) produced for food or medicinal purposes.
(b) Payments.--Not later than 90 days after the date of enactment
of this Act, the Secretary shall provide 1-time payments to eligible
agricultural producers for necessary expenses related to losses of
revenue and quality or production losses of covered commodities,
specialty crops, livestock, or poultry.
(c) Actively Engaged in Farming.--To be eligible for a payment
under this section, an eligible agricultural producer shall be actively
engaged in farming (within the meaning of
section 1001A of the Food
Security Act of 1985 (7 U.
Security Act of 1985 (7 U.S.C. 1308-1)).
(d) Administration.--The Secretary may--
(1) establish terms and conditions of payments under this
section; and
(2) implement this section in such manner as the Secretary
determines to be appropriate.
(e) Appropriations.--There is authorized to be appropriated, and
there is appropriated, out of any qualifying tariff proceeds in the
Treasury that are not otherwise appropriated, $20,000,000,000 for
fiscal year 2026 for the Secretary to provide payments under this
section, to remain available until expended.

(d) Administration.--The Secretary may--
