Mr. Murphy introduced the following bill; which was read twice and
referred to the Committee on Homeland Security and Governmental Affairs

A BILL
To prohibit the administration of any political loyalty test as a
condition of Federal employment, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.
This Act may be cited as the ``Stop Sycophants in Government Act of
2025''.
SEC. 2.
(a)
=== Definitions. ===
-In this section:
(1) Employee.--The term ``employee''--
(A) has the meaning given the term in
section 2105
of title 5, United States Code; and
(B) includes--
(i) any individual serving in a position
for which appointment is made by the President,
by and with the advice and consent of the
Senate, including an individual serving as the
head of an Executive department;
(ii) an employee of the United States
Postal Service; and
(iii) an employee of the Postal Regulatory
Commission.

department'' has the meaning given the term in
(B) includes--
(i) any individual serving in a position
for which appointment is made by the President,
by and with the advice and consent of the
Senate, including an individual serving as the
head of an Executive department;
(ii) an employee of the United States
Postal Service; and
(iii) an employee of the Postal Regulatory
Commission.
(2) Executive department.--The term ``Executive
department'' has the meaning given the term in
section 101 of
title 5, United States Code.

(b) Prohibition.--No Federal official, including the President, may
administer a political loyalty test to any employee or with respect to
any position as an employee, including--
(1) as a condition of employment as an employee; or
(2) as part of--
(A) the application process for a position as an
employee;
(B) the process of appointing an employee;
(C) the decision whether to promote an employee; or
(D) any contract renewal process with respect to an
employee.

(b) Prohibition.--No Federal official, including the President, may
administer a political loyalty test to any employee or with respect to
any position as an employee, including--
(1) as a condition of employment as an employee; or
(2) as part of--
(A) the application process for a position as an
employee;
(B) the process of appointing an employee;
(C) the decision whether to promote an employee; or
(D) any contract renewal process with respect to an
employee.
