referred to the Committee on the Judiciary

A BILL
To terminate the exemption from numerical limitations for H-1B
nonimmigrants employed by institutions of higher education.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.
This Act may be cited as the ``Colleges for the American People Act
of 2025'' or the ``CAP Act of 2025''.
SEC. 2.
NONIMMIGRANTS EMPLOYED BY INSTITUTIONS OF HIGHER
EDUCATION.
