Mr. Sheehy introduced the following bill; which was read twice and

A BILL
To provide for the use of procedures other than competitive procedures,
and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.
This Act may be cited as the ``Expedited Delivery Act''.
SEC. 2.
Section 3204 of title 10, United States Code, is amended--
(1) in subsection
(a) --
(A) by redesignating paragraphs
(2) through
(7) as
paragraphs
(3) through
(8) , respectively; or
(B) by inserting after paragraph
(1) , the
following:
``
(2) market research indicates that the property or
service needed by the agency provides differentiated
capabilities, accelerated delivery schedules, or continuous
improvements;''.
(1) in subsection

(A) by redesignating paragraphs

(7) as
paragraphs

(8) , respectively; or
(B) by inserting after paragraph

following:
