Mr. Reed (for himself, Mr. Heinrich, and Mr. Markey) introduced the
following bill; which was read twice and referred to the Committee on
the Budget

A BILL

To prohibit changes to Medicare and Medicaid in reconciliation.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.
RECONCILIATION.
Section 310 (g) of the Congressional Budget Act of 1974 (2 U.

(g) of the Congressional Budget Act of 1974 (2 U.S.C.
641

(g) ) is amended--

(1) in the subsection heading, by striking ``the Social
Security Act'' and inserting ``Social Security, Medicare, and
Medicaid'';

(2) by striking ``recommendations with respect to the old-
age'' and inserting the following: ``recommendations with
respect to--
``

(1) the old-age'';

(3) by striking the period at the end and inserting a
semicolon; and

(4) by adding at the end the following:
``

(2) the Medicare program under title XVIII of the Social
Security Act (42 U.S.C. 1395 et seq.); or
``

(3) the Medicaid program under title XIX of the Social
Security Act (42 U.S.C. 1396 et seq.).''.
