A BILL
To revise the boundaries of a unit of the John H. Chafee Coastal
Barrier Resources System in Topsail, North Carolina, and for other
purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.
This Act may be cited as the ``Town of North Topsail Beach Coastal
Barrier Resources System Map Amendment Act of 2025''.
SEC. 2.
(a)
=== Definitions. ===
-In this section:
(1) Local zoning ordinance.--The term ``local zoning
ordinance'' means zoning regulations in effect for the town of
North Topsail Beach, North Carolina, as of the date of
enactment of this Act.
(2) Secretary.--The term ``Secretary'' means the Secretary
of the Interior.
(b) Corrections Required.--Not later than 30 days after the date of
enactment of this Act, the Secretary shall make such corrections to the
map described in subsection
(d) as are necessary to exclude from Unit
L06 of the John H. Chafee Coastal Barrier Resources System each parcel
in the town of North Topsail Beach, North Carolina, that is designated
by local zoning ordinance for purposes other than conservation as of
the date of enactment of this Act.
(c) Application of Correction.--
(1) In general.--The Secretary shall consider each parcel
described in subsection
(b) to meet the criteria described in
section 4
(g)

(B) ).
(2) Clarification.--This Act applies only to areas of Unit
L06 of the John H. Chafee Coastal Barrier Resources System that
are within the municipality of the town of North Topsail Beach,
North Carolina.
(d) Map Described.--The map referred to in subsection
(b) is a map
that--
(1) is included in a set of maps as part of the John H.
Chafee Coastal Barrier Resources System entitled ``John H.
Chafee Coastal Barrier Resources System'' and dated November
25, 2024; and
(2) relates to Unit L06 of the John H. Chafee Coastal
Barrier Resources System.
