<p><strong>Protecting Americans from Tax Hikes on Imported Goods Act of 2025</strong></p><p>This bill prohibits the President from exercising authorities under the International Emergency Economic Powers Act (IEEPA) to impose or increase duties or impose tariff-rate quotas on imports entering the United States. However, this limitation does not prohibit the President from excluding all articles, or all of a certain type of article, imported from a country from entering the United States. (IEEPA provides the President with broad authority to regulate various economic transactions following a declaration of a national emergency.)</p>

following bill; which was read twice and referred to the Committee on
Banking, Housing, and Urban Affairs

A BILL
To exclude the authority to impose duties and tariff-rate quotas from
the International Emergency Economic Powers Act.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.
This Act may be cited as the ``Protecting Americans from Tax Hikes
on Imported Goods Act of 2025''.
SEC. 2.
FROM INTERNATIONAL EMERGENCY ECONOMIC POWERS ACT.
Section 203 of the International Emergency Economic Powers Act (50
U.
U.S.C. 1702) is amended--
(1) by redesignating subsection
(c) as subsection
(d) ; and
(2) by inserting after subsection
(b) the following:
``
(c) (1) The authority granted to the President by this section
does not include the authority to impose or increase a duty, or to
impose a tariff-rate quota, on an article entering the United States.
``
(2) The limitation under paragraph
(1) does not prohibit the
President from excluding all articles, or all of a certain type of
article, imported from a country from entering the United States.''.
<all>
