Mr. Bergman (for himself, Mr. Golden of Maine, Mr. Goldman of Texas,
Mr. Davis of North Carolina, Mr. Kustoff, Mr. Suozzi, Mr. Miller of
Ohio, Ms. Tenney, Mr. Wittman, Mr. Norcross, Ms. Gillen, Mr. David
Scott of Georgia, and Mr. Luttrell) submitted the following resolution;
which was referred to the Committee on Foreign Affairs

RESOLUTION

Expressing the sense of the House of Representatives on the enduring
alliance between the United States and Israel and the necessity of
expanding defense cooperation to address evolving threats.

Whereas the United States and Israel share a deep and unwavering alliance, built
on common values, mutual strategic interests, and a commitment to
democracy and security;
Whereas Israel is a steadfast ally of the United States and plays a critical
role in maintaining stability in the Middle East, a region facing
increasing volatility;
Whereas both the United States and Israel face growing threats from terrorist
organizations, state-sponsored aggression, and technological warfare,
which continue to evolve in scale, complexity, and lethality;
Whereas Israel has consistently demonstrated resilience and innovation in
confronting these challenges, developing cutting-edge defense
technologies that enhance the security of both nations;
Whereas the longstanding military and intelligence cooperation between the
United States and Israel, including joint training exercises and the
codevelopment of advanced defense systems like Iron Dome, David's Sling,
and the Arrow missile defense system, has proven essential in protecting
innocent lives and maintaining regional stability;
Whereas the collaboration between the United States and Israel at the Irregular
Warfare Support Directorate, including advancements in anti-tunneling
technology and counter-unmanned aircraft systems (C-UAS), has enhanced
both nations' ability to detect and neutralize asymmetric threats,
strengthening regional and global security;
Whereas strengthening the United States-Israel defense partnership will ensure
that both nations remain at the forefront of military technology and
national security preparedness; and
Whereas leveraging the unique capabilities of the defense industries of both the
United States and Israel will bolster our shared ability to counter
emerging threats effectively: Now, therefore, be it
Resolved, That the House of Representatives--

(1) reaffirms the unwavering commitment of the United
States to Israel's security and unequivocally supports Israel's
right to defend itself against all threats;

(2) calls for the continued expansion of United States-
Israel defense cooperation to address the evolving security
landscape, including joint research, technology sharing, and
military coordination;

(3) supports additional investments in missile defense,
cybersecurity, emerging technology initiatives, and
intelligence-sharing initiatives to enhance mutual security
capabilities;

(4) recognizes Israel's vital role as a key ally in
deterring adversaries and promoting peace through strength in
the Middle East;

(5) urges the United States Government to ensure that
Israel maintains its qualitative military edge and remains
well-equipped to confront growing regional and global threats;

(6) affirms that during the renegotiation of the United
States-Israel Memorandum of Understanding

(MOU) , cooperation on
emerging technologies, including artificial intelligence,
cybersecurity, and advanced defense systems, should be a key
priority in strengthening the bilateral relationship; and

(7) stands firmly with Israel and commits to reinforcing
the partnership that secures both nations' futures.
