Mr. McGovern submitted the following resolution; which was referred to
the Committee on Rules

RESOLUTION

Providing for consideration of the bill (H.R. 185) to advance
responsible policies.

Resolved, That immediately upon adoption of this resolution, the
House shall proceed to the consideration in the House of the bill (H.R.
185) to advance responsible policies. All points of order against
consideration of the bill are waived. The amendment in the nature of a
substitute specified in
section 4 of this resolution shall be considered as adopted.

read. All points of order against provisions in the bill, as amended,
are waived. The previous question shall be considered as ordered on the
bill, as amended, and on any further amendment thereto, to final
passage without intervening motion except:

(1) one hour of debate
equally divided and controlled by the chair and ranking minority member
of the Committee on Rules or their respective designees; and

(2) one
motion to recommit.
Sec. 2.
(c) of rule XIX and clause 8 of rule XX shall not
apply to the consideration of H.R. 185.
Sec. 3.
House has passed H.R. 185 no later than one week after passage.
Sec. 4.

Section 310 of the Congressional Budget Act of 1974 (2 U.
641) is amended by adding at the end the following:
`````

(h) Limitation on Cuts to Certain Programs.--Notwithstanding
any other provision of law, it shall not be in order in the Senate or
the House of Representatives to consider any reconciliation bill or
reconciliation resolution reported pursuant to a concurrent resolution
on the budget agreed to under
section 301 or 304, or a joint resolution pursuant to
pursuant to
section 258C of the Balanced Budget and Emergency Deficit Control Act of 1985, or any amendment thereto or conference report thereon that-- ````` (1) reduces enrollment or benefits for individuals enrolled in the Medicaid program under title XIX of the Social Security Act; or ````` (2) reduces eligibility or benefits for households that participate in the supplemental nutrition assistance program under the Food and Nutrition Act of 2008.
Control Act of 1985, or any amendment thereto or conference report
thereon that--
`````

(1) reduces enrollment or benefits for individuals
