Mr. Ryan (for himself, Mr. Lawler, and Mr. Gottheimer) introduced the
following bill; which was referred to the Committee on Education and
Workforce

A BILL

To direct the Comptroller General of the United States to conduct a
study on grocery costs to United States consumers, and for other
purposes.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.

This Act may be cited as the ``Lower Grocery Prices Act''.
SEC. 2.

(a) Study.--The Comptroller General of the United States shall
conduct a study on the changes in the Consumer Price Index for food at
home for the 20-year period ending on the date of the enactment of this
Act, including such other relevant economic metrics as may be necessary
to assess the impact of food at home costs on United States consumers.

(b) Report.--Not later than 180 days after the date of the
enactment of this Act, the Comptroller General of the United States
shall submit a report to the appropriate committees of Congress that
contains--

(1) the Comptroller General's findings from the study
conducted under subsection

(a) ; and

(2) the Comptroller General's recommendations to help lower
food at home costs for United States consumers.
(c) Appropriate Committees of Congress Defined.--In this Act, the
term ``appropriate committees of Congress'' means the following
committees:

(1) The Committee on Energy and Commerce of the House of
Representatives.

(2) The Committee on Financial Services of the House of
Representatives.

(3) The Committee on Finance of the Senate.
