Here's a comprehensive analysis of the Pet and Livestock Protection Act (H.R. 845):

Executive Summary

This bill requires the Secretary of the Interior to reissue a 2020 rule that removed the gray wolf (Canis lupus) from the federal endangered species list. The legislation would effectively delist the gray wolf from protection under the Endangered Species Act of 1973, and notably, prohibits judicial review of this action.

Key Provisions

  • Mandates reissuance of the November 3, 2020 final rule (85 Fed. Reg. 69778) that removed gray wolves from the endangered species list
  • Establishes a 60-day deadline for the Secretary of the Interior to implement the reissuance
  • Explicitly prevents any judicial review of the delisting decision
  • Maintains the exact specifications of the 2020 rule without modifications

Impact Analysis

Who would be affected:

  • Ranchers and farmers who face livestock predation from wolves
  • Pet owners in areas with wolf populations
  • Wildlife conservation groups and environmentalists
  • State wildlife management agencies
  • Native American tribes with cultural and practical ties to wolf populations

Potential benefits:

  • Greater flexibility for states to manage wolf populations
  • Enhanced ability to protect livestock and pets from wolf predation
  • Reduced regulatory burden on land use and development

Potential concerns:

  • Possible negative impact on wolf population recovery
  • Elimination of federal protections for gray wolves
  • Removal of judicial oversight for the delisting decision

Funding & Implementation

  • No direct funding provisions mentioned in the bill
  • Implementation responsibility falls to the Department of the Interior
  • 60-day implementation timeline from enactment
  • Relies on existing administrative framework from the 2020 rule

Political Context

Type of legislation:

  • Environmental regulatory legislation
  • Amendment to existing endangered species regulations

Political considerations:

  • Sponsored by Rep. Boebert with multiple Republican co-sponsors
  • Likely to face opposition from environmental groups and conservation advocates
  • Controversial due to the provision preventing judicial review
  • Represents ongoing debate between agricultural/rural interests and environmental protection advocates

The bill reflects the continuing tension between wildlife conservation efforts and the interests of livestock producers and rural communities affected by wolf populations. The prohibition of judicial review is a particularly notable aspect that could generate significant legal and political debate.
