Here's a comprehensive analysis of H.R. 5741 (TRUMP Act of 2025):
Executive Summary
The TRUMP Act of 2025 (The Restrict Ugly Money Portraits of 2025) is a straightforward bill that would prohibit the portrayal of any living President on U.S. coins or currency, including commemorative coins. It further extends this prohibition to prevent any living person from being depicted on U.S. currency.
Key Provisions
- Prohibits portraits or busts of living Presidents on all U.S. coins and currency
- Extends prohibition to all living persons for currency designs
- Applies to both regular and commemorative coins
- Amends Title 31 of the United States Code, specifically Section 5112
Impact Analysis
Who would be affected:
- U.S. Treasury Department and U.S. Mint
- Future currency and coin design processes
- Living Presidents and other prominent figures who might otherwise be considered for currency recognition
Benefits:
- Maintains historical precedent of only honoring deceased individuals on currency
- Prevents potential political exploitation of currency design
- Ensures currency remains focused on historical figures
Concerns:
- May limit artistic and commemorative options for special edition currency
- Could affect already-planned future currency designs
Funding & Implementation
- No direct funding requirements mentioned in the bill
- Implementation would fall under existing U.S. Treasury and U.S. Mint operations
- No new agencies or offices would be created
- Would take effect upon enactment
Political Context
- This is a regulatory bill amending existing federal law
- Introduced by Rep. Torres of New York and Rep. Liccardo
- The acronym "TRUMP" and timing suggest this may be a response to political discussions about currency representation
- While technically neutral in application, the bill's name suggests political motivation
- Referred to the Committee on Financial Services for consideration
- Appears to be aimed at preventing potential future attempts to place living political figures on currency
The bill is relatively simple in scope but could have lasting implications for how American currency and coins are designed and who can be honored on them during their lifetime.
