A BILL
To amend chapter 80 of title 10, United States Code, to require the
Secretary of Defense to provide notice to the congressional defense
committees of the involuntary reassignment, separation, or retirement
of general or flag officers, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.
This Act may be cited as the ``Government Evaluation, Notification,
and Explanation of Reassignments and Accountability with Leadership
Act'' or the ``GENERAL Act''.
SEC. 2.
Chapter 80 of title 10, United States Code, is amended by adding at
the end the following new section:
``
Sec. 1568.
retirement of general or flag officers
``Not later than 15 days after a general officer or flag officer is
involuntarily reassigned, separated, or retired, the Secretary of
Defense shall submit to the congressional defense committees a written
notification containing--
``
(1) the rationale for the reassignment, separation, or
retirement, including whether the reassignment, separation, or
retirement was related to conduct, performance, policy
disagreements, or other factors; and
``
(2) a summary of the process followed in reaching the
decision to involuntarily reassign, separate, or retire the
officer, including any consultations with the Secretary of the
military department concerned.''.
