A BILL
To require the Comptroller General to conduct a comprehensive study of
the operations of LUMA Energy and Genera PR in Puerto Rico, and for
other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.
This Act may be cited as the ``Puerto Rico Energy Oversight and
Accountability Act''.
SEC. 2.
(a) Study.--Not later than 1 year after the date of the enactment
of this Act, and again 1 year thereafter, the Comptroller General of
the United States shall submit to Congress the results of a
comprehensive study examining, throughout the period beginning June 1,
2021, and ending on the date of the submission of the report--
(1) how the operational and managerial decisions of LUMA
Energy and Genera PR have affected project execution,
contracting, and coordination with Federal and local
authorities, Federal recovery efforts and grid improvement
projects in Puerto Rico;
(2) local government policies and administrative actions
that influence Federal disaster relief and grid resilience
efforts; and
(3) challenges and obstacles to efficient Federal funding,
oversight, and project implementation with respect to the
energy sector of Puerto Rico.
(b) Recommendations.--The submission required by subsection
(a) shall also include actionable recommendations to improve Federal
recovery and grid resilience efforts in Puerto Rico, including--
(1) steps to--
(A) strengthen oversight of LUMA Energy and Genera
PR;
(B) enhance coordination among Federal,
territorial, and local authorities; and
(C) ensure transparent and efficient use of Federal
funds;
(2) opportunities to--
(A) reduce delays in project execution; and
(B) establish clearer lines of accountability in
contracting and operations; and
(3) proposed measures to improve coordination,
accountability, long-term planning for the modernization and
resilience of the energy grid of Puerto Rico.
