To amend titles XVIII and XIX of the Social Security Act to require a
skilled nursing facility to permit without restriction visitation by an
individual designated by a resident of such facility under the Medicare
and Medicaid programs.

introduced the following bill; which was referred to the Committee on
Ways and Means, and in addition to the Committee on Energy and
Commerce, for a period to be subsequently determined by the Speaker, in
each case for consideration of such provisions as fall within the
jurisdiction of the committee concerned

A BILL

To amend titles XVIII and XIX of the Social Security Act to require a
skilled nursing facility to permit without restriction visitation by an
individual designated by a resident of such facility under the Medicare
and Medicaid programs.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.

This Act may be cited as the ``Randy Susen Visitation Rights Act of
2025''.
SEC. 2.
RESTRICTION VISITATION BY CERTAIN INDIVIDUALS.

(a) Medicare.--
Section 1819 (c) (3) of the Social Security Act (42 U.
(c) (3) of the Social Security Act (42
U.S.C. 1395i-3
(c) (3) ) is amended--

(1) in subparagraph
(D) , by striking ``and'' at the end;

(2) in subparagraph
(E) , by striking the period at the end
and inserting ``; and''; and

(3) by adding at the end the following new subparagraph:
``
(F) permit immediate access to a resident by not
less than 1 individual that such resident designates,
subject to the right of such resident to deny or
withdraw consent or such designation at any time, but
not subject to any other restriction or limitation on
such access.''.

(b) Medicaid.--
Section 1919 (c) (3) of the Social Security Act (42 U.
(c) (3) of the Social Security Act (42
U.S.C. 1396l
(c) (3) ) is amended--

(1) in subsection
(D) , by striking ``and'' at the end;

(2) in subsection
(E) , by striking the period at the end
and inserting ``; and''; and
