A BILL

To repeal the Second Chance Amendment Act of 2022 and the Incarceration
Reduction Amendment Act of 2016.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.
INCARCERATION REDUCTION AMENDMENT ACT OF 2016.

(a) Second Chance Amendment Act of 2022.--The Second Chance
Amendment Act of 2022 (D.C. Law 24-284) is hereby repealed, and any
provision of law amended or repealed by such Act is restored or revived
as if such Act had not been enacted into law.

(b) Incarceration Reduction Act of 2016.-- The Incarceration
Reduction Amendment Act of 2016 (title III of the Comprehensive Youth
Justice Amendment Act of 2016; D.C. Law 21-238) is hereby repealed, and
any provision of law amended or repealed by such Act is restored or
revived as if such Act had not been enacted into law.
SEC. 2.

Title IX of the Fiscal Year 1997 Budget Support Act of 1996 (
sec. 50-2209.
SEC. 3.
Section 9e of the District of Columbia Traffic Act, 1925, approved March 3, 1925 (
March 3, 1925 (
sec. 50- 2201.
SEC. 4.

This Act, and the amendments made by this Act, shall apply with
respect to criminal conduct that occurred after the date of the
enactment of this Act.
