which was referred to the Permanent Select Committee on Intelligence

A BILL

To amend the National Security Act of 1947, to direct the Director of
National Intelligence to produce intelligence community assessments on
certain effects of climate change, and for other purposes.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.

This Act may be cited as the ``National Security Climate
Intelligence Act of 2025''.
SEC. 2.
OF CLIMATE CHANGE.

Title XI of the National Security Act of 1947 (50 U.S.C. 3231 et
seq.) is amended by adding at the end the following new section (and
conforming the table of contents at the beginning of such Act
accordingly):

``
SEC. 1115.
EFFECTS OF CLIMATE CHANGE.

``

(a) Requirement.--Not later than the date that is four years
after the date of the enactment of the National Security Climate
Intelligence Act of 2025, and on a basis that is not less frequent than
once every 6 years thereafter, the Director of National Intelligence
shall, acting through the National Intelligence Council--
``

(1) produce an Intelligence Community Assessment on the
national security and economic security effects of climate
change; and
``

(2) submit to the congressional intelligence committees
such Intelligence Community Assessment.
``

(b) Form.--Each Intelligence Community Assessment under
subsection

(a)

(2) may be submitted in classified form, but if so
submitted, shall include an unclassified executive summary.''.
