Mr. Steube introduced the following bill; which was referred to the
Committee on Foreign Affairs, and in addition to the Committee on the
Judiciary, for a period to be subsequently determined by the Speaker,
in each case for consideration of such provisions as fall within the
jurisdiction of the committee concerned

A BILL

To direct the Secretary of State to implement certain travel conditions
for officials of certain countries, entities, and United Nations
organizations for attending any official meeting of the United Nations
at the United Nations Headquarters Building in New York City.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.

This Act may be cited as the ``Limiting Extremist Travel to the
United Nations Act''.
SEC. 2.

(a) In General.--The Secretary of State shall implement travel
conditions described in subsection

(b) for the officials of the
following countries, entities, and United Nations organizations for
attending any official meeting of the United Nations at the United
Nations Headquarters Building in New York City:

(1) Any official of Iran.

(2) Any official whom the Secretary of State certifies
maintains any official association or membership with any
Foreign Terrorist Organization

(FTO) , to include any political
wing of such organization.

(3) Any official of a United Nations organization to which
the United States is not a member.

(b) Travel Conditions Described.--Notwithstanding any other
provision of law:

(1) Any official described in paragraph

(1) or

(2) of
subsection

(a) attending any official meeting of the United
Nations, to include the United Nations General Assembly, may
not be physically present outside of the following areas:
(A) The closest route between John F. Kennedy
International Airport

(JFK) , Newark Liberty
International Airport

(EWR) , Teterboro Airport

(TEB) and the United Nations Headquarters Building.
(B) The closest route between the United Nations
Headquarters Building and--
(i) the official's hotel or other
accommodation; or
(ii) the official's representative office
to the United Nations.
(C) Additionally, the Secretary of State may only
permit the validity of such visa for no more than one
day prior to the commencement of, or one day following
the closing of the United Nations General Assembly
meeting.

(2) Any official of any United Nations organization which
the United States is not a member may not be physically present
outside of the 25-mile radius of the United Nations
Headquarters Building, and may not be physically present at any
institute of higher education within such 25-mile radius of the
United Nations Headquarters Building.
(c) Exceptions.--The following exceptions shall apply with respect
to the travel conditions described in subsection

(b) :

(1) If the closest route to and from JFK, EWR, or TEB
airports is not accessible or there exists a reasonable
security concern, as determined by the Department of State or
Department of Homeland Security, then the next closest route
may be utilized.

(2) If the closest route between the United Nations
Headquarters Building and the official's hotel or other
accommodation or the official's representative office to the
United Nations is not accessible or there exists a reasonable
security concern, as determined by the Department of State or
Department of Homeland Security, then the next closest route
may be utilized.
(d) Rule of Construction.--Nothing in this section may be construed
to apply to an individual who is a United States citizen or legal
permanent resident.
