Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,

SECTION 1.
This Act may be cited as the ``Whistleblower Protection Act of
2025''.
SEC. 2.
DEVELOPMENT CONTRACTS.
Section 4712 of title 41, United States Code, shall apply with
respect to any contract, subcontract, grant, subgrant, or personal
services contract funded from amounts appropriated to the Department of
Housing and Urban Development, regardless of when the agreement
concerned was executed.
