A BILL
To amend title 41, United States Code, to add the Administrator of the
Small Business Administration to the Federal Acquisition Regulatory
Council, to require the Administrator to submit certain reports, and
for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.
This Act may be cited as the ``The Small Business Representation in
Contracting Rulemaking Act''.
SEC. 2.
ADMINISTRATION TO THE FEDERAL ACQUISITION REGULATORY
COUNCIL.
(a) In General.--Paragraph
(1) of
COUNCIL.

section 1302
(b) of title 41,
United States Code, is amended--
(1) in subparagraph
(C) , by striking ``and'' at the end;
(2) in subparagraph
(D) , by striking the period at the end
and inserting ``; and''; and
(3) by adding at the end the following new subparagraph:
``
(E) the Administrator of the Small Business
Administration.
(b) of title 41,
United States Code, is amended--
(1) in subparagraph
(C) , by striking ``and'' at the end;
(2) in subparagraph
(D) , by striking the period at the end
and inserting ``; and''; and
(3) by adding at the end the following new subparagraph:
``
(E) the Administrator of the Small Business
Administration.''.
(b) Conforming Amendment.--Paragraph
(2) of such section is amended
by striking ``subparagraphs
(B) to
(D) '' and inserting ``subparagraphs
(B) through
(E) ''.
(c) Report.--Not later than 90 days after the date of the enactment
of this Act, the Administrator of the Small Business Administration
shall submit to the Committee on Small Business of the House of
Representatives and the Committee on Small Business and
Entrepreneurship of the Senate a report that includes--
(1) an assessment of the personnel and resources necessary
for the Administrator to carry out assigned duties as a member
of the Federal Acquisition Regulatory Council; and
(2) recommended changes to current laws, strategies,
policies, or regulations to assist the Administrator in
carrying out such duties.
