A BILL

To amend title 49, United States Code, to require air carriers to
disclose an estimated time for a delay that is due to maintenance or
crew rest issues, and for other purposes.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.

This Act may be cited as the ``Obligating Notification for
Travelers about Interruptions from Maintenance and Employee Issues
Act'' or the ``ON TIME Act''.
SEC. 2.

(a) In General.--Subchapter I of chapter 417 of title 49, United
States Code, is amended by adding at the end the following:
``
Sec. 41730.
``

(a) In General.--In any circumstance in which an air carrier
providing scheduled passenger air transportation experiences a delay
with respect to such air transportation that is a result of maintenance
or crew rest issues and for which there is no aircraft or crew to
replace the scheduled aircraft or crew, the Secretary of Transportation
shall require such air carrier to--
``

(1) immediately provide a notice to passengers affected
by such delay that contains an estimate for the duration of
such delay; or
``

(2) if the air carrier does not immediately have an
estimate for the duration of the delay--
``
(A) immediately provide a notice such passengers
that there is not an estimate available; and
``
(B) provide to such passengers an updated notice
containing the estimate as soon as such estimate is
available.
``

(b) Notice Requirements.--In providing any notice to passengers
under this section with respect to delayed air transportation, an air
carrier shall ensure that the information required under subsection

(a) is made available to passengers--
``

(1) by announcement over the public address system of the
applicable airport;
``

(2) on display boards posted at or near the applicable
gate for the affected air transportation; and
``

(3) by direct notification via text, email, and the
mobile application of the air carrier, as applicable.''.

(b) Clerical Amendment.--The analysis for chapter 417 of title 49,
United States Code, is amended by inserting after the item relating to
section 41729 the following: ``41730.

``41730. Notice concerning maintenance or crew delay.''.
