which was referred to the Committee on the Judiciary

A BILL

To direct the Attorney General to acquire data, for each calendar year,
about interactions of law enforcement officers with people with mental
illness, and for other purposes.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.

This Act may be cited as the ``Public Safety and Mental Health
Reporting Act''.
SEC. 2.
OFFICERS WITH PEOPLE WITH MENTAL ILLNESS.

(a) In General.--Under the authority of
section 534 of title 28, United States Code, the Attorney General, in consultation with the Secretary of Health and Human Services, shall acquire data, for each calendar year, on interactions of law enforcement officers with people with mental illness.

calendar year, on interactions of law enforcement officers with people
with mental illness.

(b) Guidelines.--The Attorney General, in consultation with the
Secretary of Health and Human Services or the Assistant Secretary of
the Substance Abuse and Mental Health Services Administration, shall
establish guidelines for the collection of such data.
(c) Uses of Data.--Data acquired under this section shall be used
only for research or statistical purposes and may not contain any
information that may reveal the identity of an individual victim of a
crime.
(d) Annual Publication.--The Attorney General shall submit to
Congress and make publicly available an annual summary of the data
acquired under this section.

(e) Authorization of Appropriations.--There are authorized to be
appropriated such sums as may be necessary to carry out the provisions
of this section for each of fiscal years 2026 through 2036.
