Mr. Miller of Ohio introduced the following bill; which was referred to
the Committee on Agriculture

A BILL

To direct the Secretary of Agriculture to take certain steps to enhance
the capacity of United States farmers to produce natural color
additives, and for other purposes.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.

This Act may be cited as the ``Harvest to Hue Act''.
SEC. 2.

The Congress finds the following:

(1) United States farmers are at the forefront in providing
healthy, nutritious agricultural products, and therefore poised
to make valuable contributions to our Nation's food supply
resources.

(2) The foundation of our food supply rests on objective
science and risk-based evaluation processes that support public
health, transparency, and building consumer trust and safety.

(3) Through proactive efforts to meet consumers'
preferences while upholding science and the safety of products,
many efforts have been dedicated to enhancing consumer access
to safe, affordable, and convenient product choices.

(4) United States agriculture can play a vital role in
providing natural food color additives, broadening markets for
United States farmers while promoting benefits to our food
supply.

(5) The cultivation, growing, and harvesting of ingredients
necessary to create natural colors at scale meeting consumer,
food industry, and public health demands, will ensure the
continued integrity of food resources in the United States.
SEC. 3.
COLOR ADDITIVES.

The Secretary of Agriculture shall--

(1) facilitate efforts within the Department of Agriculture
to enhance the capacity of United States farmers to grow,
produce, and harvest agricultural goods to be used as natural
color additives in the food supply;

(2) promote collaboration among the Department of
Agriculture, other Federal agencies, agriculture producers, and
food industry partners to support and facilitate the production
of natural color additives derived from agricultural
components; and

(3) focus research initiatives, within existing research
capabilities, to support United States agriculture's
contribution to natural color additives resources.
