A BILL
To direct the Secretary of Commerce to continue to operate the Hollings
Manufacturing Extension Partnership, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.
This Act may be cited as the ``Defend American Manufacturing Act''.
SEC. 2.
In fiscal year 2025 and each fiscal year thereafter, unless
Congress fails to enact into law appropriations for that fiscal year
under the heading ``Department of Commerce--National Institute of
Standards and Technology--Industrial Technology Services'' for the
Hollings Manufacturing Extension Partnership pursuant to
section 25 of
the National Institute of Standards and Technology Act (15 U.

278K), the Secretary of Commerce, acting through the Director of the
National Institute of Standards and Technology, shall compete, renew,
and award centers in all 50 States and Puerto Rico pursuant to
