bill; which was referred to the Committee on Veterans' Affairs

A BILL
To amend title 38, United States Code, to reform and enhance the pay of
Board of Veterans' Appeals attorneys for recruitment and retention and
to increase the decision quality and claims processing speed of the
Board, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.
This Act may be cited as the ``Board of Veterans' Appeals Attorney
Retention and Backlog Reduction Act''.
SEC. 2.
Section 7101A
(b) of title 38, United States Code, is amended--
(1) by inserting ``
(1) '' before ``Members''; and
(2) by inserting at the end the following new paragraph:
``
(2) An individual employed by the Board as a non-supervisory
attorney may be promoted to grade GS-15 of the General Schedule.

(1) by inserting ``
