Committee on Ways and Means

A BILL

To amend part A of title IV of the Social Security Act to limit the
percentage of funds made available for the program of block grants to
States for temporary assistance for needy families that may be used for
administrative expenses, and for other purposes.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1.

This Act may be cited as the ``Reduce Bureaucracy to Uplift
Families Act''.
SEC. 2.
USED FOR ADMINISTRATIVE EXPENSES.
Section 404 (b) of the Social Security Act (42 U.

amended--

(1) in paragraph

(1) , by striking ``15'' and inserting
``10''; and

(2) in paragraph

SEC. 4.
Section 409 (a) of the Social Security Act (42 U.

(17) Penalty for failure to comply with administrative
limitation.--If the Secretary determines that a State to which
a grant is made under
section 403 for a fiscal year has failed to comply with
